When the roof shingles do not extend past the metal drip edge the water will suck back on the metal drip edge this is called capillary action and run behind your gutters.

The shingles should extend past the top flange of the drip edge. Being a manufacturer of roof edgings and an installer of gutters i know first hand it s not always possible to get the gutter behind the drip edge and have it drain properly. When it rains the water from the roof goes to the edge of the shingles and when the water backflows it hits the drip edge. The gutter should be mounted on the face of the fascia so that its run which must be sloped towards the downspout lies below the drip edge flashing at all times.
